The Toronto Detention Centre is a facility operated by the Canadian Government, it's role seemingly is to detain foreign persons who have committed crimes aside from illegal immigration. The International Tribunal for War Crimes operates a unit within the Centre.

Notable individuals detained there are Fred and Serena Waterford.

The International Tribunal for War Crimes operates a unit within the Centre to detain persons indicted by the International Criminal Court for the crimes of genocide, crimes against humanity, war crimes, and the crime of aggression.

Fred Waterford is detained there after he is arrested by the Canadian Government at the behest of the US Government-In-Exile, his initial depositions are recorded during his detainment. Serena Joy Waterford is initially detained while her visa application is processed, before being arrested and formally charged.
