Steven is a character in the fourth season of The Handmaid's Tale. He is the leader of a resistance group living as armed survivalists in war-torn Chicago. They live in a geographical and philosophical No Man's Land and are focused solely on survival, with neither allegiance to nor admiration for Gilead, but no desire to join the American armed forces nor the Night Hawks to restore the United States of America.

He tells June and Janine that they have to give him sexual favors if they want to stay and eat food in his rebel camp.
Steven and Janine are engaging in foreplay when the Night Hawks and Gilead are fighting each other in the streets of Chicago. He encourages June to stay away from drawing attention to herself, to no avail.
The next day, he is teaching Janine to shoot, while June approaches him asking to come to the rebel base at a nearby museum to trade. Steven is skeptical at first, but agrees to accept them after Janine tells him how June got a whole plane of children out of Gilead. On their way to the base, they discuss the Night Hawks killing Commanders. They then find Gilead soldiers on the streets and hide in an abandoned pizzeria; June proposes killing a Commander and taking his gun, but Steven shuts her down, ultimately explaining that doing so would call attention to the rebels and get them killed. They eventually make their way to the other base and trade supplies.
June intends to leave Steven's group of rebels and find the Night Hawks. Janine intends to stay with Steven, and the two women bid each other goodbye, but Janine later leaves Steven and chooses June instead.[1]
