Kevin McConnell is a minor character in the second season of the TV Series. He is the Canadian Associate Deputy Minister for Immigration.

Before the creation of Gilead, McConnell was a frequent visitor to the United States along with his husband.[1]

"Smart Power"[]

McConnell is part of the delegation that officially welcomes Fred and Serena Waterford to Canada. He comments to Commander Waterford that he and his husband were frequent visitors to the former United States, and responds to Waterford's suggestion that they both visit Gilead in the near future with a curt "when we feel welcome."

He is later present when the Waterfords are denied continued access to Canada, and blunty tells the couple that they are no longer welcome, until they return their arrest by Canadian soldiers and by Mark Tuello.
